Description: Monitoring of ivy based applications
 Monitoring of ivy agent (ie ivy based applications).
 It monitors applications launched on a given ivy port number.
 (Specific use for Toccata demos).
 It allows restarting agents described in a configuration file.
 It also offers some simulation start, stop and pause.
